In a decisive move to uphold constitutional governance and maintain public order, the Speaker of the House of Representatives, Hon. Abbas Tajudeen, on Tuesday inaugurated a 21-member Ad-Hoc Committee to oversee the administration of Rivers State during its ongoing State of Emergency.
The inauguration, held at the National Assembly, marks a significant step in the National Assembly’s response to the six-month State of Emergency declared by President Bola Ahmed Tinubu on March 18. The President’s declaration was made under Section 305 of the 1999 Constitution (as amended), citing a “grave crisis threatening public order” in the state.
The committee, chaired by the House Leader, Rep. Prof. Julius Ihonvbere, with Rep. Ali Isa J.C. as Deputy Chairman, includes a robust list of experienced lawmakers such as Hon. Isiaka Ibrahim, Rep. Idris Ahmed Wase, Rep. Aliyu Muktar Betara, Rep. Sada Soli, Rep. James Abiodun Faleke, and several others.
Speaker Abbas emphasized the importance of the committee’s role in safeguarding democratic order during the emergency period. He highlighted the National Assembly’s unwavering commitment to constitutional responsibility, transparency, and national unity.
“This marks a critical milestone in our constitutional mandate and is a reflection of our dedication to transparent governance and the rule of law,” the Speaker stated.
He referenced historical precedents including previous States of Emergency declared in Plateau (2004), Ekiti (2006), and the North-East (2013), underscoring the National Assembly’s consistent involvement in restoring order and democratic governance during national crises.
Speaker Abbas also clarified the role of the caretaker administration, led by Rear Admiral Ibok-Ete Ekwe Ibas (Rtd.), describing it as a temporary structure intended to stabilize the state until full democratic processes can resume. “The Administrator’s role is limited to maintaining law and order and he is required to report directly to the National Assembly,” he said.
He charged the committee with conducting their oversight responsibilities with impartiality, integrity, and strict adherence to constitutional provisions. He further encouraged the members to support reconciliation and peacebuilding efforts across the state.
In his response, Committee Chairman Rep. Ihonvbere expressed deep appreciation for the trust placed in the team and pledged to execute their duties with utmost responsibility.
“This is probably the strongest ad-hoc committee ever set up since 2019,” Ihonvbere noted, citing the wealth of experience and commitment of its members. “We will not disappoint the Speaker, the National Assembly, or the Nigerian people.”
He assured that the committee would commence work immediately, operating with transparency and diligence. The committee is expected to provide periodic reports to the House, monitor federal policy implementation in Rivers State, and ensure that the caretaker government remains within constitutional bounds.
